Productive and impactful entrepreneurial activity generates economic growth, employment and social welfare. This requires the reasonably constant generation of new businesses that innovate and cross borders. Many countries consider entrepreneurs as «national assets». Existing entrepreneurs need to be nurtured and motivated. Those outside the country should be attracted. All should be given sufficient incentives.

The competitiveness of any region starts with quality public services. This is a necessary condition for a modern administration; moreover, it is a premise for equality of opportunity that allows citizens to progress regardless of the chance of birth, as the economist Manuel Hidalgo reminds us. No liberal should disagree with this premise.
